Who is he

 Luffy (Japanese: モンキー・D・ルフィ) ("Straw Hat") because he is often referred to by this name, is a fictional character and the main hero in the anime and manga series One Piece created by Iichiro Oda.  He is one of the pirates who ate the Devil Fruit (a cursed fruit that gives its eater supernatural abilities, but he cannot swim), and the fruit that Luffy ate is the Rubber Fruit (Gomu Gomu no Mi).  His blood type is F, which is extremely rare in anime.
